Why register for University Habilitation?
The University Habilitation allows its holder:
– to acquire the magistral rank and to be appointed to the rank of Lecturer A
– to supervise doctoral theses
– lead research projects
– lead a research team
Who is concerned by the University Habilitation?
The University Habilitation is open to teacher-researchers or permanent researchers:
– Who have been in a permanent position of activity in the Higher Education and Scientific Research sector for at least three years.
– Who have the rank of Lecturer B or Research Master B.
– Who have held a Doctorate in Science or a Doctorate D from the LMD system for at least one year, or a title recognized as equivalent to one of these two diplomas.
When and where to submit your University Habilitation file?
1) Application files for University Habilitation can be submitted during the academic year outside of holiday periods.
2) The candidate must submit his file to the Vice Rectorate of Higher Education, Post-Graduation, University Accreditation, Scientific Research and Higher Post-Graduation Training.

What is the procedure to follow to pass the University Habilitation?
1) The Vice Rectorate will be responsible for checking the administrative and regulatory compliance of the file.
2) If the file is compliant, it will be sent to the faculty concerned for examination by the scientific bodies (committees and scientific councils) which will decide on the admissibility and will propose three rapporteurs from the candidate's specialty to evaluate the file. The rapporteurs must be of senior rank and one of them must be outside the University of Bejaia. They each draw up a report individually within a period not exceeding one month (30 days) from the date of its receipt.
3) When the three reports of the appointed experts are all favourable, the scientific council of the faculty will proceed with the proposal of an authorization jury. The jury is made up of 3 to 6 members who must all be of senior rank. At least one third of them and at most one half must be outside the University of Bejaia. The three rapporteurs can also be part of the jury as guest members.
4) If the University of Béjaia is not authorized to issue the University Habilitation in the candidate's specialty, the latter may request the Vice Rectorate to issue him a certificate of non-Habilitation.
5) For a file from another institution, the candidate must attach a certificate stating that his home university is not authorized to issue the University Habilitation in his specialty.
