Algerian Ministry of Higher Education and Scientific Research, as part of a support program for the development of ICTs, has initiated an ambitious distance learning project. The distance learning project aims to network the various Algerian universities. It mainly aims, through the introduction of ICT, to deal with the problem of the growing disproportion of the rate of increase in student numbers in relation to the teaching places offered. they allow its establishments to:

– Extend education beyond the classroom and make it accessible to a theoretically unlimited number of connected learners anywhere and at any time.
– Disseminate on a large scale teaching that meets the criteria of excellence in educational and scientific terms.
– Radically modify the equation of the cost of teaching since the increase in the number of learners will not imply a proportional increase in the number of teachers, infrastructures and premises, accommodation and catering capacity and student transportation.

A distance learning unit is installed in each establishment that is a member of the project. 59 university establishments (university, university center, institute) are divided into two groups according to the type of videoconferencing equipment with which they are equipped. CERIST is the focal point; The first group called the transmitter/receiver pole consists of 13 sites (CERIST, CDTA, USTHB, U.Alger, U.Blida, U.Béjaia, U.Setif, U.Batna, U.Constantine, U.Annaba, U. Tlemcen, ES SENIA, U.Ouargla); and the second receiving pole is 46 sites. The following Figure shows the architecture and operation of the recommended system.

THE E-TEACHING ROOM
Once the digital courses have been designed or adapted, they must be made available to the learner through a distance learning platform that offers a means of accessing educational content locally or remotely. This access must be user-friendly and secure for the academic institution.

Training

DPGS training
This specialized post-graduation is part of the TEMPUS project entitled "Internet for the development of distance education in Algeria" (Idea). It consists of training teachers in the application of information and communication technologies in their teaching practice. This project fits perfectly with the reforms undertaken by the Ministry of Higher Education through the establishment of the LMD system and the desire to introduce ICT into training systems.
With this in mind, Ide@ aims to create a new diploma course in Algeria, the Specialized Post-Graduation Diploma, devoted to the use of ICT in teaching and the design of Distance Education (EAD) projects via the Internet. .
BLIDA's SAAD DAHLAB University launched the first DPGS Ide@ class (Internet for Development and Distance Education) in January 2009. The DPGS Ide@ is inspired by a European course, the Professional Master UTICEF Information and Communication Technologies), issued by the Louis Pasteur University of Strasbourg (ULP)-France.
The application was launched on the training platform http://idea.univ-blida.dz. 9 candidates have been selected and are currently taking distance training via the platform.
Monthly activities
An activity program is developed by the distance education unit including training for all teachers for each month:
-Training on course recording
-Training on the use of the distance learning platform.
